One option only: manifested cargo. UAE import rules require all pets to travel as freight — incabin and excess baggage are not permitted for this route. Your pet travels on a cargo booking, which may or may not be on the same flight as you. Global Tails handles the cargo booking and check-in at the cargo facility, and coordinates arrival logistics. Customs clearance at the destination can typically be handled by the owner upon arrival. A Note on the Annual Import Limit
The UAE limits pet imports to a maximum of 2 pets per person per year — either 2 dogs, 2 cats, or 1 dog and 1 cat. This limit applies per calendar year, per person. If you’ve already imported pets to the UAE earlier in the year, contact us before booking — additional pets above the annual limit cannot be imported regardless of compliance with other requirements
Step-by-Step: How Pet Relocation to Dubai Works
Step 1 — Residency Eligibility
Before anything else, one of the following must apply:
• Your pet has been continuously resident in the United States for at least 6 months prior to export, or
• Your pet was previously imported into the UAE with rabies vaccinations administered there and is now returning
For the vast majority of US-based moves, the first condition applies. If your pet was recently acquired or has lived outside the US within the past 6 months, flag it early.
Step 2 — ISO-Standard Microchip
Your pet must have an ISO-standard microchip, implanted on or before the date of the first rabies vaccination. This sequencing is a firm requirement. If a vet vaccinates before chipping, the entire documentation chain must be restarted. If your pet isn’t chipped yet, this is the first appointment to schedule.
Step 3 — Age Check
Your pet must be at least 15 weeks old at the time of import into the UAE. For the rabies vaccination specifically, the pet must be at least 12 weeks old at the time of administration.
Step 4 — Vaccinations
Rabies: Required. At least 21 days must elapse between the rabies vaccination and travel — this is a UAE requirement, not just a general best practice. The pet must be at least 12 weeks old at the time of vaccination.
Core vaccinations (required): - Dogs: Canine distemper virus, Canine parvovirus, Infectious canine hepatitis, Leptospirosis (icterohaemorrhagiae and canicola) - Cats: Feline panleukopenia, Feline rhinotracheitis, Feline calicivirus
All vaccination certificates must include the vaccine name, manufacturer, batch number, vaccination date, vaccine labels, and any treatments given. Signed by your vet with name, license number, and clinic details.
Step 5 — Rabies Titer Test
A rabies neutralizing antibody titer test is required for all dogs and cats entering the UAE. The result must be ≥ 0.5 IU/ml, and the blood sample must be drawn within 12 months before travel.
Timing of the blood draw: - Valid rabies booster: Blood can be drawn on the same day as, or any day after, the most recent rabies vaccination - First-time vaccination or lapsed vaccine: Blood cannot be drawn until at least 21 days after vaccination, to allow for a sufficient antibody response
Allow 4–6 weeks for laboratory processing. Unlike Japan or Singapore, the UAE does not publish a restricted list of approved labs — we use a USDA-accredited rabies laboratory and confirm the appropriate lab for each case.
Step 6 — MOCCAE Import Permit
An import permit from the UAE Ministry of Climate Change and Environment (MOCCAE) is required before your pet can travel. The permit is valid for 30 days from the date of issue — time the application so your travel date falls within that window.
Owners can apply directly through the MOCCAE online portal (moccae.gov.ae) to keep costs down. If you’d prefer not to handle the application yourself, Global Tails can connect you with a preferred import agent who can manage the permit application and customs clearance, and their fees apply separately.
Step 7 — Health Certificate, Parasite Treatment, and USDA Endorsement
A USDA-accredited veterinarian completes the UAE-specific APHIS health certificate. At the same appointment, parasite treatment must be administered and documented directly on the health certificate — this is a UAE requirement, not an optional step.
Parasite treatment (within 14 days before travel, documented on HC): - External parasites: Fipronil or Permethrin (or equivalent) - Internal parasites: Praziquantel (or equivalent)
UAE requires USDA to physically ink-sign and emboss the health certificate. Electronic-only endorsement is not accepted.
Critical timing: the health certificate is valid for only 10 days after issuance. Your pet must arrive in the UAE within 10 days of the date the vet issues the certificate. With USDA processing taking 3–5 business days, schedule the vet exam approximately 7–9 days before departure and submit to APHIS immediately after. APHIS operates Monday–Friday, 7am–4:30pm CT, excluding federal holidays.
Step 8 — Transit Attestation (If Connecting Through Another Country)
If your pet’s routing includes a connection through another country, you (or the carrier representative) must sign an attestation — an APHIS-provided form — certifying that the animal did not have contact with any other animals during the transit stop. Direct flights to DXB are available from the US and are the preferred option where possible. Global Tails coordinates routing and, where applicable, the attestation as part of the cargo booking process.
Step 9 — Travel Day and Arrival
The USDA-endorsed health certificate, vaccination records, titer test results, MOCCAE permit, and transit attestation (if applicable) must be present on arrival at DXB or AUH. Port officials will verify all documents. For compliant arrivals, there is no quarantine.
